It is important to distinguish between pleasure boats and coastal fishing boats.

Coastal fishing boats
The Decree 26.07.2004 no. 231 makes it OBLIGATORY – as from 01.01.2005 – for all vessels not subject to the SOLAS agreement (coastal fishing units up to 24 metres, new or existing) to have on board at least one VHF station able to transmit and receive in DSC Class D.

Pleasure boats

For pleasure boats there is still no obligation although it is advisable to carry VHF equipment with DSC on board to ensure the safety of vessels sailing off shore. It’s hard to believe, but drawing attention to a vessel at sea is far from easy. Almost any shipwreck survivor in the world will confirm this - dozens of ships pass close by their rafts before they are spotted. Today technology offers many types of equipment to facilitate the identification of small vessels. They must all be approved by a notified body in compliance with the Directive 1999/05/EC R&TTE and, where scheduled, they must be inspected by Ministry of Communications technicians to obtain the operating licence. Equipment approved and purchased before coming into force of the above directive can continue to be used.

Notes on the provisions to be observed on the use of such apparatuses

Portable Vhf: searching for small vessels in rough seas is always difficult, especially if there are big waves or conditions of limited visibility. In these cases also a portable Vhf can guide the rescue operations via radio.

Vhf connected to GPS: the most effective solution for directing rescue operations towards a specific area is the Vhf GMDSS, provided with DSC and connected to the GPS. By pressing the appropriate keys on the DSC of the Vhf in sequence, it is possible to launch a call for help complete with the position of the vessel at that moment. The rescue team will then assess the drift or leeway of the vessel from the last position to direct the rescue units towards the vessel in difficulty. If the devices continue to operate they will automatically transmit the updated position.
